Carrier Intervention Effectiveness Model
FMCSA uses the Carrier Intervention Effectiveness Model (CIEM) to measure the safety benefits of motor carrier interventions and the direct impact they have on carriers. The model compares two factors: 1) The carriers’ crash rates in the 12 months following an intervention, and 2) The carriers’ crash rates in the 12 months prior to the intervention. The change in crash rates is adjusted for the observed change in crash rates for carriers not receiving interventions.

Roadside Intervention Effectiveness Model
Roadside inspections and traffic enforcements reduce crashes, injuries, and fatalities by correcting vehicle and driver violations. The Roadside Intervention Effectiveness Model (RIEM) enables analysts to estimate the number of crashes prevented due to correcting these violations. The model accomplishes this by associating each violation with a crash probability using roadside inspection and traffic enforcement data collected by Safety Investigators.
