FMCSA Safety Program Effectiveness Measurement: Carrier Intervention Effectiveness Model (CIEM), Version 1.3 Report for Fiscal Years 2017 and 2018 Interventions
This report documents a quantitative model, the Carrier Intervention Effectiveness Model (CIEM), that measures the effectiveness of motor carrier interventions in terms of estimated crashes prevented, injuries prevented, and lives saved. The model provides FMCSA management with information to address the requirements of the Government Performance and Results Act of 1993 (GPRA), which requires Federal agencies to measure the effectiveness of their programs as part of the budget cycle process. It also provides FMCSA and State safety program managers with a quantitative basis for improving enforcement processes and optimizing the allocation of safety resources in the field. This report presents CIEM results for motor carriers receiving interventions in fiscal years 2017 and 2018.

FMCSA Safety Program Effectiveness Measurement: Carrier Intervention Effectiveness Model, Version 1.1 Technical Report
In cooperation with the John A. Volpe National Transportation Systems Center, FMCSA has developed a quantitative model to measure the effectiveness of motor carrier interventions in terms of estimated crashes prevented, injuries prevented, and lives saved. The model documented in this report is known as the Carrier Intervention Effectiveness Model (CIEM). This model provides FMCSA management with information to address the requirements of the Government Performance and Results Act of 1993 (GPRA), which requires Federal agencies to measure the effectiveness of their programs as part of the budget cycle process. It also provides FMCSA and State safety program managers with a quantitative basis for improving enforcement processes and optimizing the allocation of safety resources in the field. This report documents the technical aspects of the model and presents results for fiscal years (FYs) 2010–12 to demonstrate how the model works; more complete results are documented in the CIEM Summary Reports covering those years.
