The Federal Motor Carrier Safety Regulations (FMCSRs) and Hazardous Materials Regulations (HMRs) are the foundation upon which all FMCSA
safety compliance programs are built. As you become familiar with FMCSA, you may see the regulations grouped in a variety of ways, such as by the:
- 7 Behavior Analysis and Safety Improvement Categories (BASICs) of CSA, or
- Categories of operational, driver, and vehicle requirements, or
- 6 Factora for Safety Ratings during investigations, or
- 5 basic safety management controls for Safety Audits
Regardless of how they are organized, the FMCSRs and HMRs are the Federal rules that all carriers must follow.
